記事の内容は以上です。2024年12月27日に尹煐鎬が捜査された疑惑が何なのかは、まだ把握できていません。

ですが、明らかに尹大統領を追求するための捜査で間違いはないですし、韓鶴子が100億ウォンを出すように指示しているので、結果としてそれが尹大統領の手に渡っていなかったとしても、その後のきな臭い動きなども含めて解明される可能性もあり、統一教会への影響が全くないとは思われないです。

統一教会財団が脱税と横領疑惑に巻き込まれた。被告発者のうち、チョン・ウォンジュ、ユン・ヨンホ氏は世界平和統一家庭連合(以下、統一教会)の韓鶴子総裁の最側近である。チョン氏は韓総裁の秘書室長、ユン氏は秘書室副室長を務めていた。

特にユン氏は、つい最近まで統一教会世界本部長として韓総裁に代わって統一教会の資金と人事権を握った実質的責任者として知られる人物だ。脱税と横領疑惑の対象である統一教会傘下の孝情国際文化財団(以下、孝情財団)の理事長を務めたこともある。 

疑惑の核心は、公益法人である孝情財団が寄付金百数十億ウォンを本来の目的事業に使わなかったということだ。このため脱税であり横領だというのが告発者の主張だ。相続税及び贈与税法(贈与税法)上、公益法人は寄付金などの収益金を公益目的事業のみに使わなければならない。そうすれば贈与税が免除される。孝情財団の定款上、主な目的は「青少年の正しい価値観定立のための支援事業」だ。

 

発端は内部告発だ。統一教徒の崔氏は今年3月、前・現職の理事長を含め、財団関係者10人を検察に告発した。孝情財団が寄付金を投資した法人はすべて財団の役職員が設立した会社だ。これも疑惑と関連した法的争点である。

今回の告発がされる前から、統一教会内部ではすでに相当な懸念と警告があった。統一教会学校法人鮮鶴学園のミン局長は今年3月、鮮鶴学園理事長に送ったメールで「本件は法的に問題が深刻だ。最悪の場合、国税庁と主務官庁、または内部告発によって刑事告発されたり、マスコミ報道につながる事態まで念頭に置いてください」と報告した。

この事件は現在、京畿北部警察庁が捜査中だ。警察は投資金の使用記録などを基に、今月初めから順次被告発人調査を進めている。

8月30日、KPIニュースが入手した告発状によると、孝情財団は2018年から2022年まで5年間、統一教会、清心教会、孝情グローバル統一財団など統一教会関係機関から合計338億8754万ウォンの寄付金を受け取った。
このうち、統一教会世界本部名義の寄付金が2020年から2022年までの3年間で56億6038万ウォン。当時の世界本部長は、同じ時期の孝情財団理事長であるユン・ヨンホ氏だった。

孝情財団はこうして受け取った寄付金(338億8754万ウォン)のうち、169億1321万ウォンを△スタジオピッチ△HJスマートエデュ△ツーマンフィルム△孝情ファミリーコーポレーションの4法人に投資した。いずれも財団の役職員が設立した会社だ。当該投資は財団の事業目的から外れており、脱税、公金横領というのが告発者のチェ氏の主張だ。

 

スタジオピーチは、孝情財団の朴事務局長が2020年7月に資本金1000万ウォンで設立した映像制作会社、HJスマートエデュは孝情財団の金氏が2020年9月に資本金100万ウォンで設立した教育コンテンツ会社、トゥメンフィルムは2019年に設立された映画制作会社、孝情ファミリーコーポレーションは孝情財団の崔副理事長が2021年1月に設立したキッズカフェ運営会社だ。いずれも被告発人名簿に記載されている。

 

資金の流れには記録の欠落と矛盾も目立つ。スタジオピーチには法人設立(2020年7月28日)前から資金(運営費)が支給されたことになっている。ヒョジョン財団は2020年5~9月、運営費名目でスタジオピーチに3億4200万ウォンを支給したと国税庁の公示資料に申告した。5月からとすると法人設立の2ヶ月前だ。それにも関わらず財団は月別収入、支出明細には5、6月に支出された内訳が0ウォンだと公示した。前後に矛盾がある。監査報告書には「契約が締結される前に5億5000万ウォンが送金された」と記録されている。

また、チェ氏は「孝情財団の2021年公益法人公示資料を分析した結果、HJスマートエデュは5億4835万ウォン、孝情ファミリーコーポレーションは6807万ウォンが投資金支給内訳から漏れている」と主張している。チェ氏はKPIニュースとの通話で「内部投資契約書と監査報告書などを確認してみると、公示に相当部分が欠けていることが分かった」と明らかにした。

 

実際の法人4社への投資金のうち、3分の2程度は回収が困難になった。孝情財団の2023年の監査報告書によると、財団は2022年、2023年の投資損失金(減損損失)をそれぞれ9億5700万ウォン、90億3500万ウォンだと明らかにした。合わせると99億9200万ウォンだ。

チェ氏は「投資契約書に投資損失分についていかなる異議も申し立てないと明記したのは、そもそも投資金回収の意志がなかったということだ」とし、「損失金として処理した部分も公金横領が疑われる」と主張した。匿名を求めたある中堅税理士法人の代表は「公益法人の不良投資を防ぐためには、特殊関係者との取引に対する管理・監督を強化しなければならない」と強調した。

 

公益法人の内部事情に詳しいある公認会計士も「特殊関係者が代表を務める法人に投資されたお金が特別な理由もなく損失処理された場合、背任・横領問題につながる可能性がある」とし、「投資対象が財団の公益活動に合致するかどうかも重要な判断基準」と話した。

 

もう一つの争点は特殊関係者かどうかだ。告発者側は、財団関係者がこれらの会社を設立したり、代表としていたため、特殊関係者取引だと主張している。財団側は「資金を執行した4社すべて、財団の役職員が保有する持分が30%未満なので、問題はない」という立場だ。贈与税法上、法人と財団は特殊関係者ではないということだ。贈与税法施行令第12条には、財団関係者が法人持分の30%以上を保有している場合のみ特殊関係者と見なす。

だからといって論争が解消されるわけではない。国税基本法などには「法人に事実上の影響力を行使する者」も包括的に特殊関係者と見る。チェ氏は「持分だけ30%以下に下げて問題になる可能性を避けようとする目くらましに過ぎない」と話した。監査報告書にも「孝情ファミリーの代表がチェ○○氏がヒョジョン財団の副理事長であり、インサイダー取引である」と記載されている。

 

清心国際研修院のインテリア工事目的で統一教会関係会社の鮮苑建設に支給したことも問題視された。チェ氏は「2019年鮮苑建設の監査報告書の請負工事内訳には清心国際研修院本館棟のリフォーム工事金額として未収金が28億2700万ウォンと記載されているのに対し、孝情財団の未払金には8億7000万ウォンと記載されている」とし、工事費の水増し問題を提起した。

 

現在、孝情財団側では捜査当局に対して、脱税などの違法行為はなく、投資契約は事業の妥当性及び現況を検討した後、手続きに沿って行われたと主張しているという。KPIニュースは事実関係を確認するために何度も財団に電話をかけたが、回答を聞くことができなかった。  

京畿北部警察庁の関係者は「複雑な事件なので、事実関係の確認に時間がかかる」とし、具体的な捜査内容については回答しなかった。

The UC Foundation has been embroiled in allegations of tax evasion and embezzlement. Two of the defendants, Jung Won-joo and Yoon Young-ho, are close associates of Hak Ja Han, the president of the Family Federation for World Peace and Unification. Mrs. Jung was Mrs. Han's chief of staff and Mr. Yoon was his deputy chief of staff. 

Mr. Yoon, in particular, was until recently the head of the Unification Church's world headquarters and is believed to be in charge of the organization's finances and personnel on behalf of Mrs. Han. He also served as the chairman of the board of directors of the Unification Church's Hyojeong International Cultural Foundation, which has been accused of tax evasion and embezzlement.   

 

The core of the allegations is that the Hyojeong Foundation, a public benefit corporation, did not use billions of won in donations for its own purposes. Therefore, the accusers claim that it was tax evasion and embezzlement. According to the Inheritance and Gift Tax Act, public interest corporations are required to use donations and other proceeds only for public purposes. Only then are they exempt from gift tax. According to the articles of incorporation, the main purpose of the Hyojeong Foundation is to provide "support for the establishment of proper values among youth".

It all started with a whistleblower. In March, Choi-Doe, a UC member, filed charges against 10 foundation officials, including former and current board members, with prosecutors. The entities in which the Hyojeong Foundation invested its donations were all founded by foundation board members and employees. This is also a legal issue related to the allegations.

There was already considerable concern and warning from within the Unification Church. In March, Min Moh, the director of Seonhak Academy, the Unification Church's school corporation, wrote in an email to the president of Seonhak Academy, “This case is legally problematic. In the worst case, you should be concerned about criminal prosecution by the National Tax Service and the relevant government agencies, or even whistleblowing, leading to media reports.”

The case is currently under investigation by the Gyeonggi North Police Agency. The police have been investigating the defendants since the beginning of this month based on records of the use of investment funds. 

According to a complaint obtained by KPI News on Tuesday, the Hyojeong Foundation received donations totaling 33.8754 billion won ($33.8754 million) over a five-year period from 2018 to 2022 from the Unification Church, the Cheongshim Church, and the Hyojeong Global Unification Foundation, among other Unification Church-related organizations. Of this amount, 5.6038 billion won was donated in the name of the Unification Church World Headquarters for three years from 2020 to 2022. The head of the World Headquarters at the time was Mr. Yoon Young-Ho, who was the chairman of the Hyojeong Foundation at the same time.

Of the total donations received (33.8754 billion won), the Hyo Jeong Foundation invested 16.9131 billion won in four entities: Studio Peach, HJ Smart Education, Two Man Film, and Hyo Jeong Family Corporation. All of these companies were founded by foundation employees. The investments were outside the foundation's business purpose and therefore constituted tax evasion and embezzlement of public funds, according to Mr. Choi. 

 

Studio Peach is a video production company founded in July 2020 by Hyojung Foundation Secretary General Park with a capital of 10 million won; HJ Smart Edu is an educational content company founded in September 2020 by Hyojung Foundation employee Kim with a capital of 1 million won; Two Man Film is a movie production company founded in 2019; and Hyojung Family Corporation is a kids cafe operator founded in January 2021 by Hyojung Foundation Vice President Choi. All of them were named as defendants.

There are also glaring omissions and contradictions in the flow of funds. Studio Peach was supposedly paid funds (operating expenses) even before its incorporation (July 28, 2020). The Hyojung Foundation reported to the National Tax Service that it paid 342 million won to Studio Peach for operating expenses from May to September 2020. That's two months before the foundation was incorporated. Yet, in its monthly income and expenditure statement, the foundation disclosed that it spent zero won in May and June. It doesn't make sense. The audit report states that “550 million won was transferred before the contract was even signed.”

 

Choi also claimed, “After analyzing the Hyojung Foundation's 2021 public interest corporation disclosure data, 548.35 million Korean won for HJ Smart Edu and 680.7 million won for Hyojung Family Corporation are missing in the investment payment details.” “After checking internal investment agreements and audit reports, we found that a significant portion of the disclosures were missing,” Choi told KPI News. 

 

In fact, about two-thirds of the investments in the four entities have become uncollectible. According to the Hyojeong Foundation's 2023 audit report, the foundation reported investment losses (impairment losses) of KRW 957 million and KRW 9.035 billion in 2022 and 2023, respectively. Together, they totaled 9.92 billion won.  

The fact that the investment contract stated that the company would not dispute the investment losses means that it had no intention of recovering the investment in the first place,” Choi said, adding, ”The part that was treated as an impairment loss is also suspected of embezzling public funds.

A representative of a medium-sized tax firm, who requested anonymity, emphasized, “To prevent bad investments in public interest corporations, the management and supervision of transactions with related parties should be strengthened.

A certified public accountant familiar with the internal affairs of public interest corporations said, “If the money invested in an entity headed by a related party is treated as a loss for no particular reason, it may lead to fraud and embezzlement issues,” adding, “It is also important to determine whether the investment target is in line with the foundation's public interest activities.

 

Another issue is whether the companies are related parties. The whistleblowers argue that the transactions are related party transactions because foundation officials founded or served as principals of the companies. The foundation's position is that “all four of the companies that disbursed funds were less than 30% owned by foundation employees,” which is not an issue. The foundation's position is that the corporation and the foundation are not related parties under the Act. According to Article 12 of the Enforcement Decree of the Gift Tax Act, a foundation is considered a related party only if its employees hold more than 30% of the shares of the corporation. 

However, this does not resolve the controversy. Other laws, such as the National Tax Act, broadly define a related party as anyone who exercises “de facto influence over a corporation." “It's just a trick to avoid the issue by lowering the stake below 30 percent,” Choi said. The audit report also stated, “This is insider trading because the representative of the Hyojung Family is Mr. Choi, who is also the vice chairman of the Hyojung Foundation.

 

The payment to Sunwon Construction, an affiliate of the Unification Church, for the interior construction of the Cheongshim International Training Center, was also pointed out as a problem. Choi raised the issue of inflated construction costs, saying, “In the 2019 audit report of Sunwon E&C, the amount of receivables for the remodeling of the main building of the Cheongshim International Training Center was listed as 2.827 billion won, while the amount of payables to the Hyojeong Foundation was listed as 870 million won.

 

Currently, the Hyojung Foundation is reportedly claiming to the investigative authorities that there was no wrongdoing such as tax evasion and that the investment contract was signed in accordance with the procedure after reviewing the feasibility and status of the business. KPI News made several calls to the foundation to confirm the facts, but was unable to get a response.

  

An official from the Gyeonggi North Police Agency declined to comment on the details of the investigation, saying, “It is a complex case and it takes time to verify the facts.

His name was Daisaburo Kawaguchi.

Murder by misidentification was a sad event in itself, but the story did not end there. I never knew or heard about this case until I read this book, but it contained some very disturbing details, so I will introduce just that part in excerpt form.

The Daizaburo Kawaguchi Incident

(1) In 1971, Kawaguchi became a reporter for the Unification Church-affiliated Waseda Student Newspaper and wrote several articles.
Although the board member of this student newspaper was held by a member of the Waseda CARP, it appears that some of the reporters were not believers at the time.
Mr Kawaguchi was one of the non-believer reporters of the paper.
Mr. Oe knew Mr. Kawaguchi at that time as a member of Waseda CARP and advisor of the Waseda Student Newspaper.

(2) In the same year, Kawaguchi participated in a CARP teaching seminar, but he did not fit in and did not join the CARP.
He also quit his job as a reporter for the Waseda Student Newspaper.

(3) The following year, in 1972, Kawaguchi was lynched to death in the student council room of Waseda University's Faculty of Letters by a student member of the Revolutionary Marxist faction.

(4) Waseda University offered Kawaguchi's bereaved family 6 million yen in sympathy money.
Kawaguchi's mother hoped to use the money to build a guest house to provide a place for students to relax.
Mr. Oe, wishing to fulfill his mother's wish for Mr. Kawaguchi, who was killed by the Revolutionary Marxist faction even though he had nothing to do with CARP, serves as the secretariat of the Kawaguchi Memorial Seminar House Construction Committee.

(5) Other CARP organizations in Japan and the student newspaper affiliated with CARP also cooperate.
About 40 million yen was raised, but this was insufficient to fund the construction.

(6) Mr. Oe and other members of the “Construction Committee” visit the then President of Waseda University (Mr. Sukenaga Murai).
Waseda University promised to provide the land, which was actually provided.

(7) The Unification Church was to provide the shortfall in construction funds.

(8) In 1975, the seminar house was completed.
A problem arose when the building was registered.
Taxes were too high for the “Construction Committee,” a voluntary organization, to register the building.

(9) The members of the construction committee consulted the president of Waseda University about this tax issue.
President Murai replied that a Christian service organization with which he was associated could solve the tax problem.
He also responded that the building could be registered to this service organization.

(10) Unification Church protested on registering the building to the Christian Service organization.

The big trouble arose here. 
What is the matter with the Unification Church that the majority of the funds are registered with a Christian foundation that does not give any money, even though the CARP and student newspapers collected the money and the Unification Church contributed the shortfall! They protested.

In the end, it was registered as a seminar house of the Unification Church.

The building was to have been called “Kawaguchi Memorial Seminar House,” but its purpose of being a place for students to rest and recreate went away and it was turned into a training camp for the Unification Church.
Mr. Oe protested, but he could not go against the wishes of the upper organization (Unification Church).

(11) The Unification Church side presented a document called “Letter of Request", from out of thin air.
The Unification Church described this document was prepared by the wife of the president of Waseda University and Kawaguchi's mother with the intention of dedicating the facility to the Unification Church, and they claimed that there was no problem with the fact that the seminar house belonged to the Unification Church!

(12) Kawaguchi's mother backs out.

(13) In 1978, the president of Waseda University and his wife were interviewed by a weekly magazine and revealed that a seminar house built through a fund-raising campaign had somehow become a Unification Church training center.

(14) The Unification Church reacted furiously and filed a lawsuit, but the “letter of request” was judged to be a forgery, and the Unification Church lost the case in the first trial.
In the end, a settlement was reached.

My personal comments

Well, I didn't know about this, while I was in the Unification Church.

 

I heard that Mr. Oe was repulsed, but this is not good.

Mr Kawaguchi was not a member of the Unification Church, but he was misunderstood for writing an article in a CARP-affiliated newspaper. 

This building was to be built at the behest of the family of a civilian who was beaten to death.
And its purpose was supposed to be a guesthouse for general students to use as a place for relaxation.
Waseda University agreed with the wishes and purpose of the bereaved family, so the university provided the site for the building.
It is wrong to take a building that was constructed with the intention of the bereaved family and Waseda University also providing the land for general students and make it belong to the Unification Church just because the Unification Church paid for it.

 

This is an outrageous act that disregards Mr. Kawaguchi, who passed away, and also tramples on his mother's will.

If you are going to do something like that, you should have built the Sun Myung Moon Memorial Seminar House by yourselves from the beginning.

Why are the UC using other people's lives to take over like that?

Can you be proud of that this is an activity for world peace?

You can't be proud of it. That's why you haven't told this stories to your members like me about it, right?

After all, please destroy the Unification Church as soon as possible.

The Hyo Jeong International Cultural Foundation (Hyo Jeong Foundation), a foundation affiliated with the Family Federation for World Peace and Unification (hereinafter referred to as the Unification Church), has been confirmed to have invested 13.4 billion won ($9.7 million) in donation proceeds in start-up companies founded by its employees. The amount in question exceeds 20 billion won  ($14.5 million) , including undisclosed payments to affiliated construction companies. Suspicions of tax evasion and embezzlement have arisen in this regard. The amount of money is unusually large for a nonprofit organization, so investigators are keeping a close eye on it.

According to public data from the National Tax Service, the Hyojeong Foundation received a total of 38.93 billion won  ($28.3 million) in donations over the five-year period from 2019-23. The donors were identified as Unification Church-related organizations, including the Unification Church Association, which oversees the Korean congregation, Cheongshim Church, a Unificationist church, and the Hyojeong Global Unification Foundation, another foundation under the Unification Church umbrella. Under the Inheritance and Gift Tax Act, public benefit corporations such as the Hyojeong Foundation must use their proceeds, including donations, for public purposes. Otherwise, they are subject to gift tax. According to the articles of incorporation, the main purpose of the Hyojeong Foundation is to provide support for the establishment of proper values among youth.

 

The Hyojeong Foundation distributed 13.4 billion won   ($9.7 million), or 34 percent of its donation revenue, to four companies for the purpose. The four companies are 1) Studio Peach, 2) HJ SmartEdu, 3) Two Man Film, and 4) Hyojeong Family Corporation. However, they were all found to be corporations established by employees of the Hyojeong Foundation.

Raised 785 times its capital in 6 months after establishment

Studio Peach is a video production company founded by Mr. Park, secretary general of the Hyojeong Foundation, in July 2020 with a capital of 10 million won ($ 7,264). According to internal documents of the Hyojeong Foundation obtained by The Sisa Journal, the foundation signed a contract with Studio Peach in January 2021 to produce 3D animations for YouTube content. The contract is titled "Investment Contract," although it appears to be an outsourcing contract. The investment amount is 7.85 billion won  ($5.7 million). This is a huge investment of 785 times the capital of a small company that was founded only six months ago. Studio Peach has no website and no history.

A PD from a terrestrial outsourcing production company pointed out, "It's hard to believe that a terrestrial documentary filmed overseas costs less than 100 million won ($72,663) per episode, but it's hard to believe that they would invest billions of won in a startup with no portfolio." There's another corner that's not so obvious. According to the Hyojeong Foundation's internal document, "Details of the use of the property," the first donation to Studio Peach was made in September 2020. The Hyojeong Foundation signed the investment contract in January 2021, but the money was delivered four months earlier. The purpose of the payment was for "operating expenses for the youth media education project (May-September)" and the amount was 342.5 million won ($ 248,833).

The Hyojeong Foundation also paid Studio Peach KRW 72.5 million ($ 52,644) per month for three months from October to December 2020 for operating expenses. The total amount of donations before the investment agreement was signed was 560 million won ($ 406,592). Including this, Studio Peach has received 5.025 billion won ($3.6 million) over the past five years, according to disclosure data. On April 24, The Sisa Journal visited Studio Peach's office in Gangnam-gu, Seoul, to ask about the history of the Hyojeong Foundation's investment and the results. "I can't tell you anything right now. We'll get back to you when we've clarified our position," Moon told the reporter. However, by the morning of the 26th, there was no response.

Hyojeong Family Corporation, another investee of the Hyojeong Foundation, was established in January 2021 by Choi Hyung-seok, vice chairman of the Hyojeong Foundation. The office is located in the Hyojeong Foundation building in Gapyeong-gun, Gyeonggi-do. It was capitalized at 1 million won ($726. Yep. This not a typo. I checked thrice). In February 2021, the Hyojeong Foundation signed a contract to invest 300 million won ($ 217,853) in the organization. It was for 'cafe operation', which seems far from youth support programs. In the end, 232 million won  ($ 168,473)  was actually paid.

It's Just 'A Kids Cafe' that they invested to support youths

The cafe operated by Hyojeong Family Corporation refers to the 'H Kids Cafe' in Hanam, Gyeonggi Province. The cafe is open to children up to the age of 9, but not to teenagers. The cafe occupies the second floor of a building with an area of 806 square meters. The property is owned by the Unification Church. In other words, the Unification Church provides the space, the Hyojeong Foundation funds the project through donations, and the company created by the vice president of the Hyojeong Foundation is in charge of the operation. This raises the possibility of insider trading, especially since the vice president, Choi Hyung-seok, is a registered director who shares the legal responsibility of the Hyojeong Foundation. The Enforcement Decree of the Gift Tax Act stipulates that internal transactions of public interest corporations are subject to gift tax.

In addition, HJ Smart Edu, a publishing company, and Two Man Film, a movie production company, were founded and headed by Hyojeong Foundation employees. They are capitalized at 1 million won ($726) and 50 million won ($36,310), respectively. Both companies have signed investment contracts with the Hyojeong Foundation in quick succession since their establishment. HJ Smart Edu signed an investment contract worth 337 million won ($244,740) in October 2020, just one month after its establishment, and signed an additional contract for 492 million won ($357,306) in February 2022. This means that the 1 million won ($726) company has attracted 829 million won ($602,256) worth of investment in just one and a half years. The amount delivered since then is 2.549 billion won ($1,85 million), which is more than the amount confirmed in the contract.

In the case of Two Man Film, the company was founded on November 18, 2019, and the investment contract was signed on November 25, 2019, only a week later. The date of the agreement was even earlier than the start of business on December 1, 2019. The purpose of the contract was to produce a movie called "Dreams" (tentative title). The total production cost listed in the contract is 5.3 billion won ($ 3.85 million). In addition, in October 2020, Two Man Film signed another investment agreement, stating that it would invest an additional 300 million won ($217,873) to ensure the smooth production of the movie.

In fact, the Hyojeong Foundation disclosed that it paid 2 Man Film a total of 5.6 billion ($ 4.0 million) won for production costs. This is the largest amount among the four investee companies. The movie "Dreams" was originally scheduled to be released in the first half of 2022. However, the film of the same name was never released, and instead, last year's film "It's Okay!" was named the winner of the Berlin Film Festival. Excluding the above investment down payment, the total amount of money paid by the Hyojeong Foundation to the four companies is 13.36 billion won  ($ 9.7 million), according to publicly available data from the National Tax Service. However, Mr. A, an insider of the Hyojeong Foundation who requested anonymity, claimed that "there is another 3.57 billion won  ($ 2.6 million) missing from the 2019-23 disclosure." A PDF file created by Mr. A and forwarded to The Sisa Jounal listed the sources and payment dates of the missing amounts. Including this, the donations made under the name of investment totaled 16.913 billion won ($ 12,3 million).

"No problem because it's less than 30%?"..."It's just a trick of the eye"

The Hyojeong Foundation's position is that there is "no problem" with such a huge investment contract. They explain this is because all four companies are not related parties because their employees own less than 30% of the shares. However, Ahn claimed, "The capital required to establish the corporation was also given to the employees, and the shareholding was lowered to below 30 percent." "It's just a trick to avoid any problems," he said.

Some argue that the purpose of the donation itself is illegal, regardless of the relationship. "It's hard to say that the Hyojeong Foundation's donation was spent on a unique purpose project as defined by the law," said a tax industry insider who requested anonymity. "Public interest corporations receive a gift tax reduction on the condition that the money is used for a unique purpose, but in this case, it is subject to collection," he said, adding, "Even if the money was borrowed in the form of an ostensible investment and returned, there is no problem." A tax accountant specializing in corporate accounting in Gangnam, Seoul, said, "It's hard to avoid suspicion of tax evasion if the investment process and results are not clear," adding, "In the case of the Hyojeong Foundation, it was actually an outsourcing fee, and if there are no tax receipts, it could even be embezzlement."

The chief officer of the Hyojeong Foundation, who oversaw the donations, is Yoon Young-ho. He took over as chairman in September 2017 after serving as the secretary general of the Unification Church's president, Hak Ja Han Moon. Until then, the Hyojeong Foundation was known as the Cheongshim International Cultural Foundation, and it operated with its own revenue without donations. But in 2018, the year after Yoon took over, the foundation began receiving billions of dollars in annual donations from Unification Church-affiliated organizations. The donations increased dramatically after Yoon was named head of the Unification Church's world headquarters in May 2020. In 2020, the Unification Church alone donated 600 million won ($ 435,858) to the Hyojeong Foundation; in 2021, the amount increased more than fivefold to 3.1 billion won($ 2.25 million). The total donation exceeded 10 billion won($ 7.26 million) for the first time that year.

Hyojeong Foundation clarifies that "investment contracts were in line with procedures"

On April 8, the Gyeonggi North Police Department initiated an investigation into the accounting of donations and arrested 10 officials of the Hyojeong Foundation, including Chairman Yoon. The charges under consideration include tax evasion, embezzlement, and corruption. They are also reportedly looking into the legality of outsourcing work using donations. The Hyojeong Foundation paid total of 8.963 billion won ($6.51 billion), as paied 6.68 billion won ($ 4.85 billion) in 2019 and 2.283 billion won ($1.66 billion) in 2020 to Sunwon Construction, a construction company affiliated with the Unification Church, out of the donation proceeds. The main purpose is to remodel the Hyojeong Cultural Center in Gapyeong-gun, Gyeonggi Province, which is managed by the Hyojeong Foundation. If you add up all the money spent on Sunwon Construction and four of its employee companies, it amounts to 25.76 billion won ($18.6 billion).

Meanwhile, in March, a letter was written in the name of an employee of a Unification Church affiliate that raised concerns about the implications of the Hyojeong Foundation's donation accounting. "The core of the problem is that the representatives of the companies invested in by the Hyojeong Foundation are all employees," the letter, obtained by The Sisa Journal, states, "Unjustified loss of public corporation property is beyond moral responsibility and should be subject to legal liability," and "The possibility that it could be linked to the future of the Unification Church as a whole should be examined." This shows that the illegality of the case was already recognized internally. In an email to The Sisa Journal in response to the allegations, an official from the Hyojeong Foundation claimed that "there was no tax evasion" and that "investment contracts were signed in accordance with procedures after reviewing the feasibility and status of the business." "Each company has its own output, but we cannot share the details for management reasons," the official said.

 

The Unification Church's rise as a 'family' organization and decline as a 'political' organization

- In Japan, the world's largest church, government seeks 'dissolution order' after Abe's death

The Family Federation for World Peace and Unification, the world's largest denomination, is an emerging religion founded in 1954 by the late Reverend Sun Myung Moon. It was originally known as the Holy Spirit Association for the Unification of World Christianity, but changed its name to the Family Federation for World Peace and Unification in 1997 to break away from the framework of institutionalized religion. The name Unification Church was formalized in 2010 when Moon's seventh son, Hyung Jin Moon, took over as the organization's world president. However, after Moon's death in 2013, his wife Han Hak Ja Han, who became president, reverted the name back to the Family Federation for World Peace and Unification. The organization refers to itself as the Family Federation for short, but the name "Unification Church" is widely used in public.

The Unification Church established its doctrine in 1966 through the scripture "the Devine Principle". Its core message is that Jesus will return to Korea, and that humanity should form one big family society with Jesus as its center. This doctrine, which is Christian in color but emphasizes the value of family and unity, is considered to have lowered the barriers of religion. Based on this, the Unification Church has expanded its influence not only in religious circles but also in politics, economics, culture, and the media.

The Unification Church claims to be active in 194 countries around the world. Its largest presence is in Japan, not its home country of South Korea. When Moon traveled to the United States in the 1970s, the majority of his followers were Japanese. Moreover, Japanese are said to be more than 90 percent of the donors to the Cheon Jeonggung Palace in Gapyeong-gun, Gyeonggi Province, the Unification Church's world headquarters. The number of Japanese adherents varies from 10,000 to as many as 600,000. However, an outside source familiar with the Unification Church's affairs said, "The fact is that Japanese adherents are the most numerous in the world." In particular, former Japanese Prime Minister Shinzo Abe's congratulatory remarks at Unification Church-related events symbolize the organization's influence in Japan.

The Unification Church's power in Japan reached an inflection point in 2022. In July of that year, Tetsuya Yamagami, the man who shot and killed former Prime Minister Abe, revealed that his family was destroyed because his mother donated large sums of money to the Unification Church. The Unification Church's ties to Japanese politics have since become scandalous. Crucially, an internal LDP investigation found that 179 of the 381 members of the ruling Liberal Democratic Party (LDP) parliament, nearly a majority, had ties to the Unification Church. Prime Minister Fumio Kishida, who also belongs to the LDP, suffered a plunge in popularity as his party was accused of ties to the Unification Church.

In October of last year, the Japanese government sought a court order to dissolve the Unification Church; the legality of the order is currently being challenged. If the dissolution order is finalized, the religious organization will be stripped of its legal personality and lose access to tax benefits. Already, there is speculation within and outside the Unification Church that the organization's financial situation is dire, as donations in Japan have plummeted since Abe's death. In the case of the Hyojeong Foundation, donation revenue in 2022 was 4.2 billion won ($3.0 million), less than half of the previous year's total.

「米国は自給自足できる。 だから世界宣教に資金を支援しなければならない("USA should not only be self sufficient, but should be able to fund world missions")」と言ったとの証言もある。

これに対して信者の一部からは「財政的に寄付できないなら時間を寄付しろというが、私たちは奴隷か、リーダーたちの指示に応じなければならないという脅しに聞こえる。」との声もあがる。

 

「1世代と違って2世は20代半ばがほとんどだ。お金を要求し続けるので伝道ができない」という反応を示し、今は脱会した元信徒は「(統一教会の)外で自分の存在の意味を見つけた方がよい。 あなたを搾取したり、罪悪感を感じさせないより良いものを見つけるべき」と勧めた。

 

米国統一教会東部地域本部であるニューヨーク・ニュージャージー・ワシントンDC・ボストンなど東部地域に住む家庭連合信徒は2~3000人と発表されている。この地域の信徒たちの献金内訳だ。

統一教会が財政難を経験している証拠として、まず天苑宮工事の未完成、そして国内外の様々な不動産を売却したこと、職員削減、そして教会組織の職員の給料カットもあったというニュースがある。

このような中、加平統一教会の施設では毎月継続的に先祖解怨・祝福に続き、聖和者(つまりは死亡して霊界に行かれた方)未婚霊人祝福式、霊肉界祝福式、心身の距離を狭める方法、母訓読法、そして各種の修行プログラムが新設されて進行されている。日本人信徒だけのための40日間の修錬会も行われている。絶えず信徒を呼び込んでいるのだ。

加平の統一教会の施設を訪問してみると、韓国人よりも日本人信徒が多く見られる。日本でもっと積極的に統一教会反証運動が起こらなければならないと思われる。
